A Wish is received by Chest from a Site		The product wished for is added to the Chest wishlist		If sufficient wishes are received and other criteria are met for an individual product		WISHLIST STAGE
				Eduserv Chest approaches the supplier of the product
Chest negotiates an Agreement based on the initial details worked out with the supplier and any commments from the community		Sufficient EOI are received for an individual product		Chest presents the community with the details of a potential Agreement and requests Expressions Of Interest		EOI STAGE
The new Eduserv Chest Agreement is announced on the CHEST-NEWS JISCmail list, in the Chest Messenger and on the Chest website
